When a message (e.g. hardblock/softblock/quarantined) is displayed in the extensions panel, the user can right-click on it (maybe because they see a blue "Learn more" link and want to see where it goes). Currently, the displayed context menus contains "Manage extension", "Remove extension", "Report extension". These are only relevant to extension rows in the Extensions Panel, not the message bar.
We should remove the message bar, e.g. by moving the context="unified-extensions-context-menu to the specific places that do need the context menu, at https://searchfox.org/firefox-main/rev/21d3e8ab8b61715ddd39ac04c62a846fa79deddd/browser/components/customizableui/content/panelUI.inc.xhtml#84-87
This was also raised in a review at https://phabricator.services.mozilla.com/D265138#anchor-inline-1456322
(I noticed this before when I added another vbox in that patch for bug 1814871, and intentionally added context="" to avoid a similar issue)

I saw this again while working on a patch for bug 1992983. If it is not too much trouble I'll attach a patch for this one too.
