1993062 - The "Tabs" tab is not completely center-aligned

There is a slight misalignment of the normal tabs "Tab" page button in the Tab Manager. This is likely because of the empty content lambda slot for the back button and the TopAppBar adding padding.

As part of this ticket:

• Investigate if the padding from the app bar can be removed unused back button slot.
• Investigate if we can easily reproduce the scroll behavior, so we can just leverage the TabRow composable without needing to wrap it with a TopAppBar
