The current hard coded address data uses fully qualified names for the values of the subregions (states and provinces) where the address structure coming from Gecko is expecting the short code version. We will need to migrate the data users have to the new format.

I can confirm that the latest Nightly has the new Add address page format with all the countries available in the "Country or region" section, and the state section is only displayed when a country with more states is selected.
Tested on the latest available Nightly build (146.0a1 from 2025-10-23).
Device used: Samsung Galaxy S23 Ultra (Android 15).
