1994604 - Remove or update metrics expiring at the end of Firefox 146: networking.set_cookie_* before Gecko Version gets increased to 147 on 2025-11-10

The following metrics will expire at the end of Firefox Nightly release: version 146.

networking.set_cookie
networking.set_cookie_foreign
networking.set_cookie_foreign_partitioned
networking.set_cookie_partitioned

What to do about this:

1. If one, some, or all of the metrics are no longer needed, please remove them from their metrics.yaml definition file.
2. If one, some, or all of the metrics are still required, please submit a patch to extend their expiry.
