"Ask an AI Chatbot" context menu is not hidden, even if Machie Learning is disabled

Steps to reproduce:
I have the following preferences set to FALSE:
browser.ml.chat.enabled
browser.ml.enable
extensions.ml.enabled
As I understand it, these three should completely disable all AI features on Firefox. However, in the right-click context menu on a page, the "Ask an AI Chatbot" option still appears. This was not the case in Firefox 143.
I believe this to be a regression. Thanks.

The Bugbug bot thinks this bug should belong to the 'Core::Machine Learning' component, and is moving the bug to that component. Please correct in case you think the bot is wrong.
