1995436 - Expand Publisher name for New Tab medium refined story cards

We have received a number of reports that the publication titles are cut off prematurely for the medium story cards. Currently, the cards reserve space for the thumbs up/down buttons and context menu button. Because the buttons only appear on hover, we can expand the space for the publication title in the regular state. On hover, we can then restore the reserved space for the buttons and revert the publication title to to the shorter length.
