In the page http://bugzilla.mozilla.org/show_bug.cgi?id=103720 there are html
rulers, i.e. <hr> that when scrolled into the viewport show artifacts/wrong
pixels in the page.



Reproducible: Always

Steps to Reproduce:
1. Scroll slowly with the keyboard past the second ruler in the page (the one
that separates the metadata of the bug from the initial details. Go back.
Artifacts/pixels are show under each end of the ruler. Sometimes it takes a bit
(10 seconds of trying) to reproduce, but always does. Seems that dragging the
scrollbar with the mouse up and down makes it show up sooner.
2. Try with the wheel mouse if not successful.

Actual Results:  
Under both ends of the ruler a pixel or pair of pixels appear that shouldn't. I
will attach screenshot.

Expected Results:  
No pixels should show up.

I have been seeing this since yesterday, but it could be there from before. I
just have been paying attention because of the smooth scrolling. I deactivated
the smooth scrolling, and though it seems that it is a little harder to
reproduce the error, it still shows up. Same settings with 1.2 doesn't show problem.

This bug also shows two pixels per side, one on top of each other at times,
rather than just one. And it can be reproduced in any bug page where there are
enough comments to allow the html rulers to scroll in and out of the screen.

On clicking once on the ruler, which highlights it (bug 163594), the artifacts
dissappear.

I only see the additional pixel on the left, and not on the right.
