Tracking protection interventions are now tracked on https://etp-exceptions.mozilla.org. Bulk change done in Bug 1995755.
I don't mind whether this is an email-less or update sending out emails. It's not so many bugs and they get closed so CC'ed folks might be interested in updates on those bugs. Potentially adding a unique string to allow filtering out these e-mails:

I can run a script locally that will update the bugs using the REST API. It is up to you whether you want people to be notified of the changes. I can make it work either way

We can make it email-less. I've taken a look at the CC'ed people and most bugs on that list don't have anyone in the CCs. The few that have are from our team. So there is no real interest in getting notifaction about these bugs. I see no need to spam component-watchers.
