Because Newsgroups differ in standards for posting (top vs bottom) and the same
can apply to mail accounts, the preferences controlling these, currently global
in Mail\Newsgroup\Composition, should be moved to Mail & Newsgroup Account settings

I subscribe to a number of newsgroups some of which insist on top posting while
others use bottom posting.  It is very inconvenient to not have account control
of where replies should be placed.
