Preconditions
browser.tabs.splitView.enabled = true

Steps to Reproduce

1. Open two tabs in a Split View.
2. Hover over a link within the inactive tab.

Expected Result
A "status panel" shows the link URL in the inactive tab.

Actual Result
Status panel is displayed in the active tab – see screenshot.

Reproduced the issue on an affected nightly build from 2025-10-23 on Win 10.
Verified the fix on Nightly 147.0a1 (20251113163320) and Firefox 146.0b2 (20251112090346) across Windows 10, Ubuntu 22, and macOS 11. The status panel now correctly displays the link URL in the inactive tab.
