1996664 - Update pull request description with link to Lando

This most likely should be done via a GitHub action which edits the pull request description upon creation (and upon edits). A link to Lando should always be present in the description, even if it is edited. This may be accomplished by creating a separator/delimiter above which should not be manually edited.

Ah, the approach in my PR doesn't update the description, but adds a comment with a link. This means that the person who creates the PR also receives a notification / email about it, which I think is desirable.

I think this is good for the pilot, but I believe that having the link be at the very top of the pull request page (i.e., in the top section of the initial comment/PR description) would be easier to notice and to find. We can do that in a follow up as it would require more scripting.
