fetch-content is hitting anubis and a "Making sure you're not a bot!" page, which goes as well as can be expected.

Attachment: Bug 1996906 - Change where we get libxml2 from.

gitlab likes to send us a bot challenge rather than the content. So use
another URL instead, which actually contains an actual "release" tarball
rather than a git archive.
