Since https://hg-edge.mozilla.org/mozilla-central/annotate/ae7d9f461b83f2e66da6f29d5c868897ce07bcd6/third_party/python/taskcluster_taskgraph/taskgraph/util/taskcluster.py#l62 landed in bug 1990567, the "request missing tasks" action offered by Treeherder runs but is broken because the target-tasks.json artifact of the decision task is a list.
