1997402 - Change panel header button to a gear icon and to navigate to IP Protection settings

Per the new designs, we want to convert the support icon from Alpha into a settings gear icon. Bug 1997231 reverts our custom header for the panel, so let's make sure we update the right header too.

Implementation

• The gear icon itself can be found at https://searchfox.org/firefox-main/rev/75f89f7dee3f30c371af717da54ba8bbf046e5fd/toolkit/themes/shared/icons/settings.svg.
• With our previous header, we call showHelpPage to open the support page via win.openWebLinkIn. For this version of the header, we can probably make a new function that calls win.openPreferences and navigates to ipprotection

Testing

• Let's make sure we only see the gear icon + settings redirect when ipProtection.browser.variant is not alpha
• Existing header tests for Alpha pass
