1998070 - Update macOS SDK to 26.1

The macOS SDK 26.1 was released today and it appears that the older catalog entry for the 26.0 SDK has been deactivated. The direct download link appears to still be working for now, but there's a non-zero risk that'll change and eventually break developers' ability to bootstrap locally. Thankfully, 26.1 appears to be a drop-in replacement for 26.0 as far as our builds are concerned.
