199812 - div border paints incorrectly

Sometimes (it's intermittent, but happens most of the time), when I load
http://tinderbox.mozilla.org/showbuilds.cgi?tree=SeaMonkey on Windows XP, the
orange div border doesn't paint correctly.  I checked that this is not from
roc's checkin from bug 191474.  I'll attach a screen shot of the problem, and
the page source since the orange border is likely to go away sometime soon.

Fixed by the patch in bug 197065.
