Steps to reproduce
Precondition: Create pref ui.prefersReducedMotion=1 or turn off animations in OS settings.
- Load facebook.com
- Input random credential information in the Email and Password text box fields.
- Click the "Key" icon from the URL addressbar (Open save password message pannel)
Expected result
- The Save password panel is displayed with no fading animation.
Actual result
- The Save password panel is displayed with a fading animation incorrectly.
Regression range
- Regressor: bug 1965691.
Additional notes
- This issue also occurs when the Save Password pannel is appears naturally (after logging in).
- In the last nightly, only the appearing animation is incorrectly displayed; when the pannel is closed, no annimation is displayed, as expected, however, in older versions both animation would show incorrectly.
- According to the regressor found (bug 1965691), this fading animation is not related to motion and so it might not be valid, however, if this is the case, then the fading dissapearing animation should also be enabled. This report should be valid either way.

Well, reduced motion is not "cancel all animations". Fades are not motion.
This is working as expected right now but we have bug 1971509 on file to consider changing behavior.
