I've now found a way to reproduce the problem everytime (but I'm not sure that
the conditions were the same):
1. Click on the small black arrow (triangle) that is on the right of the icon
(print, back or forward icon). A menu appears.
2. Click outside the Mozilla window.
Result: a tooltip appears somewhere on the screen. Note that this is not
necessarily the tooltip corresponding to the icon, but the last toolbar tooltip
that appeared.

I've found similar behaviour with mail&news.
Actual behaviour: Tooltip 'Print this message' appears on wrong items.
Expected behaviour: Tooltips should correspond the pointed item.
Reproducible: always
Steps to reproduce:
1. Being in newsgroup click drop down arrow on 'Mark' button
2. Navigate pointer over menu items - correct tooltops appear
3. Navigate pointer over 'Print' button. 'Mark...' menu stay expanded, 'Print
this message' tolltip appears.
4. Navigate pointer back over 'Mark...' menu (that did not disappeared).
Pointing any item couses 'Print this message' tooltip to appear.
PS Should I open such a bug for mail&news component or its place is here?
