When a mailto link is clicked, a mail composing window is opened, but the
formatting toolbar is not shown.

Steps to Reproduce:
1. Go to a website with mailto link
2. Click on the link


Actual Results:  
The Compose: windows does not have a formatting toolbar

Expected Results:  
Mozilla should have shown the formatting toolbar
