Mouse cursor changes to wait cursor on all personal bookmark bar menus, and form drop-down lists

If I click on any of my personal bookmark bar menus, or on a drop-down listbox
in a web form, the mouse cursor changes to the "wait" cursor (an hourglass in my
case). I am able to use it normally in the bookmarks (although it is sometimes
difficult to tell what I have selected), but in form drop-downs, I am unable to
select anything with the mouse. I can use arrow keys to navigate the drop-down,
and Enter to select an item.

Reproducible: Always

Steps to Reproduce:
1. Any personal bookmark toolbar menu
2. Any html page with a drop-down listbox

Actual Results:  
The cursor changes to the "Wait" cursor, and functionality is somewhat limited
as described above.

Expected Results:  
The cursor chould not change at all.
