Apparently, Text Fragment links work in Chrome now (eg. https://github.com/whatwg/html/issues/11523#:~:text=participate%20sooner).
In Firefox, the first load does not highlight or scroll the Text Fragment. The second load (paste URL and hit Enter) does highlight and scroll.
GitHub does some redirect things (and also removes the Text Fragment from the URL), it seems that there is a bug in our redirect logic.
