seen with 2003033103 build on Mac10.1 5
i don't see this problem on windows

Steps to reproduce:
- i have a message in de.test newsgroup with euro sign in it that is correctly
labeled as ISO-8859-15 (mime encoded, has mime info for headers and body);
- forward this message inline and as attachment;
- open the message source in both cases;
//note: the inline message body is saying 8859-15 and is displaying the euro
sign properly in the source;
//note: the message forward as an attachment is labeling the body part as
us-ascii and as a result is displaying the euro sign garbled
