I'm adding a new test independent-formatting-context-fieldset.html in bug 1999886, forked from independent-formatting-context.html

The new test should really just be part of independent-formatting-context.html, but let's wait a few months to merge it in, because independent-formatting-context.html is part of interop-2025, and it's not worth it to move the interop-2025 goalposts and (slightly) impact browser scores for this edge case. (Chrome happens to fail the new subtest.)

Hence, filing this as a followup/reminder to merge them together once we're past interop-2025.
