When Firefox is maximized, the top window controls (close / minimize / maximize) cannot be clicked at the very top edge, as if the clickable area is shifted down.

Details
User Agent: Mozilla/5.0 (Windows NT 10.0; Win64; x64; rv:145.0) Gecko/20100101 Firefox/145.0
Steps to reproduce:
Move the mouse to the very top edge of the screen and try to click the window controls (Close, Minimize, Maximize).
Actual results:
The window controls cannot be clicked when the mouse is at the very top edge.
The clickable area is shifted slightly downward, so I have to move the mouse a few pixels lower for the buttons to register.
It behaves as if Firefox is not fully aligned with the top of the screen.
Expected results:
When the window is maximized, the Close / Minimize / Maximize buttons should be clickable directly at the top edge of the screen. Works fine with 125% scaling but not 100% scaling in Windows 11 settings.
Forgot to add that it worked perfectly before the 145.0 update.

The Bugbug bot thinks this bug should belong to the 'Core::Widget: Win32' component, and is moving the bug to that component. Please correct in case you think the bot is wrong.

This should be fixed in Firefox 147, which should ship on January 13.
