2001014 - searching navigates to wrong pages

User Agent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10.15; rv:146.0) Gecko/20100101 Firefox/146.0

Steps to reproduce:

1. create new empty open tab
2. click search bar (with google set as default search method)
3. type quilt heron
4. press enter key

Actual results:

out of 3/5 times it navigates to one of random "firefox suggestion" URLs such as quilljs.org

Expected results:

it should have navigated to google search result of quilt heron, and NEVER navigate to random "firefox suggestion" URLs unless explicitly specified

This seems to describe the same bug as the one from bug 1999634 -> closing this as a dupe.
Please follow the progress there.
