20017 - Mouseover effect persists after personal toolbar drag.

Overview Description:

When I mousedown on a personal toolbar button, and drag the button away, the
mouseover effect persists.

Steps to Reproduce:
1) Click on personal toolbar button.
2) Move mouse down.

Actual Results:

It remains a different colour until I click another personal toolbar button,
unlike if I normally un-mouseover.

Expected Results:

The colour should revert to normal either (a) when I exit the toolbar button or
(b) when I release the mouse button, depending on whether the effect is a
mousedown effect as well as a mouseover effect.

This reproduces beautifully on Windows NT.

Steps to Reproduce:
1. Clear the Location Bar.
2. Drag the "Bugzilla" button down into the location bar and drop it.

Actual Result:
The URL behind the "Bugzilla" button drops into the Location bar, but
the "Bugzilla" button still has the mouseover rendering.

Expected Result:
No mouseover rendering of button after drag-and-drop is completed.

Tested with: 1999-12-09-08-M12 nightly binary on Windows NT.

Works for me...... unfortunately....

However. Within dialog boxes (see 
<A HREF="http://bugzilla.mozilla.org/show_bug.cgi?id=27348">#27348</A> this does 
occur, as wel as in a specialized directory chrome I created (attachments will 
follow)

Plain HTML buttons (see the 'wrong' attachment before) etc do not show these 
symptoms (nor do the toolbars and sidebar)

The personal toolbar doesn't have a mouseover anymore, but everything that does
seems to work OK now.
