Details

When smooth scrolling is turned on, holding down the up/down keys or scrollbar
buttons causes the content area to scroll in a set of jerks: the scrolling
accelerates, decelerates, accelerates again, decelerates again, and so forth.
This is very disconcerting. Instead the content area should accelerate, reach
its maximum speed, and scroll at that maximum speed for as long as the
key/button is held down.
patch in 199607 should fix this
