2003402 - Homepage-as-newtab opens a new tab on each browsing mode toggle

Steps to reproduce

1. Enable homepage-as-newtab (or get enrolled in the 100% nightly nimbus experiment)
2. Hit the mask icon to toggle to private browsing mode. Then hit it again

Expected behavior

• switch private browsing modes and go back to the existing set of tabs

Actual behavior

• a new homepage tab is created on each switch

This is currently the expected behavior. There is a few variables at play and this current behavior while not ideal is a best effort at the moment. This is due to the fact that the PBM toggle was not expected to be in the new HNT redesign, however, we haven't been able to remove it yet without providing an alternative solution. Under the Homepage as New Tab model, there always need to be a Homepage tab. When going from Normal to PBM by hitting the PBM toggle, we need to create a new private tab. It would not be obvious which tab should be selected when clicking on the PBM toggle so we have went with always creating a new tab.

We may adjust this as part of the MVP, but we are also comfortable keeping the behavior as part of the MVP until UX figures out what they want to do about the PBM toggle.
