2003725 - Disable installer telemetry on Windows

EXE and MSI installers send telemetry upon installation success or failure. We want to disable this by default given that
=> we don't see immediate value in this telemetry (this may change at some point later)
=> this tyelemetry gets sent to the US telemetry collection and we'd need suitable ingestion on the enterprise cluster if and when we'll find use for this telemetry

Acceptance criteria:

• The installation ping described in this doc is disabled on Firefox Enterprise Windows installers (full exe and full msi): https://firefox-source-docs.mozilla.org/toolkit/components/telemetry/data/install-ping.html#install-ping
