browser.ml.enable doesn't control the control menu nor the sidebar's AI chatbot

Details
Our users who don't want AI expect a global switch such as browser.ml.enable to apply to all AI-related features.
But currently it doesn't seem to work on all of them. For example the chatbot-related features are still present when browser.ml.enable is off (the chatbot sidebar and the right-click menu item). There may be others that I don't know.
Our users are currently fiddling with prefs directly [1], and that's not great.
