Most of the work was completed already in bug 1986128, so this is only about fixing up the remaining bits and adding tests.
The prefs are browser.search.suggest.enabled and browser.urlbar.suggest.searches.

Verified that for the new searchbox, the prefs browser.search.suggest.enabled and browser.urlbar.suggest.searches act the same as the legacy searchbar with Nightly 147.0a1 2025-12-07.
