Currently, the unit of values passed through the pref layout.dynamic-toolbar-max-height are treated as ScreenPixels, which is counter-intuitive and can cause confusion and/or additional work when usage in HiDPI environments.
We should switch the unit to CSS Pixels, which is more in line with the usage expectations, especially in HiDPI environments.
