2004146 - Dead clicks on first tab, unclickable region

Steps to reproduce:

1. Have two tabs open.
2. Click on second tab.
3. Try to click on first tab central top/left of center+top

Actual results:

Tab doesn't switch, dead click zone.

Expected results:

Tab should have switched.

Are there any other configurations needed to be set in order to reproduce this issue? No.
Does this issue happen with a new profile? Yes, tried new profile and issue persists.
Does this issue happen with latest nightly? Yes. New profile, nightly, same issue.
Does this issue happen when Firefox is in Troubleshoot Mode? Yes, same issue in troubleshoot mode.

Today it seems like issues are not just the first tab. There seems to be some kind of stuttering going on in the browser when interacting with the UI. I've never had this issue pre-146. The interaction with UI input lag is only happening on my profile, it does not persist on a new profile (though it does in troubleshoot mode).

I have recorded the input in video format if that is more apparent, but can't see a way to attach it. Let me know if you guys have a preferred host and I will upload it there.

It's worth noting that when I downgrade to version 145 0b9, all of these issues go away.
