Steps to reproduce

1. Focus the new search box and enter any string.
2. Hover over the search box button.

Expected result

• Tooltip should read ‘<default engine>, pick a search engine’

Actual result

• Tooltip reads ‘Keyword search is disabled’.

Regression range

• Will look for one ASAP.

Reproducible on a 2025-12-05 Firefox Nightly build on Windows 10.

Verified as fixed on Firefox Nightly 148.0a1 on Windows 10, Ubuntu 22 and macOS 15.
