As discussed, we’ve decided to disable socket-process tests in CI.

The plan is to disable the socket process CI to avoid needless cost, considering we're not anywhere near shipping it by default.
The code will stay in the tree, and the socket process will continue being used for webRTC.
Assuming we make some breakthroughs in our architecture, we can resume running CI and attempt to enable it after fixing some of the features that don't currently work with the socket process.
