Steps to Reproduce:
1. visit http://www.keyserver.net/en/
2. in "search for" box enter any query that will return a long list; "pgp" will
trigger it
3. press enter to submit form
4. scroll down page returned. every so often a black band appears. nothing in
HTML that could/should render this!
Actual Results:
black banding appears every so often
Expected Results:
black band should not be there
The background image is 2500px tall. It has a blue top about 30px or so and the
rest is white. So every 2500px a black bar will be the background. The reason
why some of them are not perfect black bars is because the the left and right
cell has a white background and the two middle ones have no background set.

re comment #1, good spot (doh!), my sorry.
I had stared at the top black strip and wondered
if there was a connection to it, but the difference
in width threw me.
