We should duplicate the efforts done in bug 1905878 to maintain consistency.

This matches changes in bug 1905878 for AndroidDecoderModule and
RemoteVideoDecoder, in order to place limits on how many outstanding
output buffers we can have with MediaCodec decoders.

I have verified this task using the steps provided on the Phabricator page, and I can confirm that the Wikipedia shortcut became sponsored and is visible after switching back to 1 row.

Verified using the latest Firefox Nightly 148.0a1 (Build ID: 20251209143057) on Windows 10, macOS 15.6.1, and Ubuntu 24.04.
