2005632 - Moving a non-active tab to a tab group in a different window should not change the active window

I can reproduce this with a new profile, and in both Firefox and Nightly (148.0a1)

Steps to reproduce:

• Open one window (Window A) and create multiple tabs
  

• Open a second window (Window B) and create a tab group
  

• Go to Window A and click on any tab to make it the active tab
  

• Right-click on a different tab -- one that is not the active tab -- and choose "Add Tab to Group"
  

• Select the tab group that is in Window B for the destination
  

Expected behavior:

• Window A remains the active window

Actual behavior:

• Window B becomes the active window
