Per spec, add these:

attribute (TimelineRangeOffset or CSSNumericValue or CSSKeywordValue or DOMString) rangeStart;
attribute (TimelineRangeOffset or CSSNumericValue or CSSKeywordValue or DOMString) rangeEnd;

into Animation interface.

Whiteboard: [scrollanimation:mvp]

Those strings should definitely be CSSOMString, and that expands a little bit the TypedOM requirements (so it's not only CSSNumericValue).
