The current network.http.http3.backup_timer_delay is 100 ms, which is a bit aggressive.
Happy Eyeballs v3 recommends 250 ms, so I'd like to increase this pref to 250 ms for early beta and evaluate the impact first.

For network.http.http3.backup_timer_delay, I'd like to try 250ms for early beta and see if we can increase HTTP/3 usage.
For network.http.http3.inner_fallback_delay, current value 3s is just too long. Let's try 1s first and fix this properly in HE3 project.
