2006509 - Add remoteTypes for AboutCertViewer, AboutProtections, AboutPrivateBrowsing actors

All 3 of these actors are associated exclusively with about: pages that are loaded in the privileged content process, but they don't explicitly restrict the remote type of the process they are loaded in. I don't think it actually makes them more secure, but they could add remoteTypes: ["privilegedabout"], to their registration in case something changes or whatever.

try run of Linux debug browser- tests seem fine.
