2006600 - Switching back to tab with previoulsy dismissed popup-blocker infobar reopens it

Description

STR:

1. open a page that opens a pop-up (e.g. https://www.webroot.com/services/popuptester1.htm)
2. dismiss the popup-blocker infobar by pressing the "x" (I think when opening the select popup the same unexpected behavior happens, I had it happen on drive.google.com)
3. switch to other tab
4. switch back to tab that opened pop-up

Expected result: popup-blocker infobar stays hidden
Got result: popup-blocker infobar reappears

Reproducible on a 2025-12-17 Firefox Nightly build on Windows 10.

Verified as fixed on Firefox Nightly 149.0a1 and Firefox 148.0b1 on Windows 10, macOS 15 and Ubuntu 22.
