As the summary says:
Moving folder between IMAP accounts creates a folder at the target and moves all the messages, but doesn't delete the now empty source folder.

Tested in 115, 140 and Daily. Likely has never worked.

First off, I don't see this as related to the "See Also" bug 1997705.

This issue was reported before at Bug 1856540 (marked INVALID) so I'm marking this bug as a duplicate of that.
The observed behavior is intentional and was added in Bug 1828372
