Preconditions

• Have the pref browser.settings-redesign.enable set to true in about:config
• Have the browser.search.region set to US

Steps to reproduce

1. Open Settings → Privacy & Security → Manage addresses and more.
2. Click Add new address or edit an existing address.
3. Observe the City and State fields in relation to the other fields in the modal.

Expected result

• The City and State fields should be properly aligned with with the rest of the form fields, maintaining the correct visual order in the two-column layout.

Actual result

• The City and State fields are not properly aligned with the rest of the form fields, and the correct visual order in the two-column layout is not maintained.

Regression range

• Not a regression.
