Any string containing @ is considered an email address

In the message body, it looks like any string is considered as an email address if it contains
"@", even the string doesn't look like a valid email address.
Steps of repro.
1. Bring up compose window,
2. Enter "abc@[]test" in the message body and send it to the testing account itself.
3. After receiving the mail, you'll see the string "abc@[]test" is linked. Clicking on the string will bring up a compose window
with invalid recipient email address.
