Steps to Reproduce

Set the viewport width to 1280px and zoom to 400%.

Expected Behavior

No loss of content or functionality occurs and horizontal scrolling is avoided.

Actual Behavior

Zooming content up to 400%, content collisions occur and horizontal scrolbar appears. Focused Top sites/Shortcuts links may be hidden behind the Weather Opt-In dialog. Context disclosures for Top Sites/Shortcuts links are visually truncated. _Settin
