Steps to Reproduce

On page load, the non-modal Weather Opt-In dialog is presented.

Expected Behavior

Dialog is visible only while it has, or contains, the focus.

Actual Behavior

Dialog appears on page load and remains until dismissed by the user.

User Impact

Depending on viewport width, the focused element may be partially or entirely obscured behind the dialog.

Recommendations

Instead of using a dialog for this, enable the Weather card by default and add a "Hide Weather" button to its related disclosure.
