2008722 - The horizontal resizer for the details panel moves down while dragging

Steps to reproduce:

1. open https://treeherder.mozilla.org/jobs?repo=mozilla-central&revision=9d92a25bfb8f450e7a3970cbeb1c5a10bc9133da&selectedTaskRun=BRSqI30jR2SBdDp8XeGr1Q.0 (or just open https://treeherder.mozilla.org/jobs?repo=mozilla-central and select any job)
2. mousedown on the horizontal resizer at the top of the details panel
3. move the mouse cursor, vertically and horizontally
4. mouseup

Expected result:
The resizer follows the vertical movement of the mouse cursor, and does nothing on the horizontal movement of the mouse cursor.

Actual result:
The resizer moves down on any movement, in addition to the movement that follows the vertical movement of the mouse cursor.

This is caused by the rounding etc from the height handling.
Directly using the pixel-based size should work, and we can use the ratio only if the window height has changed.
