2009206 - Some neterror flavors (e.g. https://pinning-test.badssl.com/ ) still show the old neterror UI

STR:

1. Visit https://badssl.com/
2. Click to open the various "red" examples there to see our error UI. Specifically, compare e.g. https://expired.badssl.com/ to https://pinning-test.badssl.com/

ACTUAL RESULTS:
expired.badssl.com shows an error page with the new UI, with a fox face.
pinning-test.badssl.com shows an error page with the old UI, with an exclamation point.

EXPECTED RESULTS:
Consistent UI.

ADDITIONAL NOTES: Along with the pinning-test one, these other pages also trigger the "old" UI (in the right column on badssl.com):
