2009505 - Add 90% bandwidth used warning callout

We need to add a message to FeatureCalloutMessages.sys.mjs to warn the user when they've reached 90% of their bandwidth usage. In order to do this, we can use the preferenceObserver trigger to watch a preference that flips at the 90% threshold. This callout should not be a part of the cfr group so that it is more likely to show at the accurate time in terms of usage. This callout will need to include in a string the exact GB left available. 'Got it' dismisses the callout.

We are still waiting on the finalized illustration for this callout. We will need to download the new SVG from Figma and optimize it before adding it to our assets.
